General Description of Position:

The Vice President for Public Safety and Emergency Preparedness is responsible for providing executive leadership and developing, implementing, and overseeing a comprehensive public safety and emergency management program. This position provides leadership in creating and maintaining a safe and secure environment for students, faculty, staff, and visitors. The Vice President works collaboratively with campus and community stakeholders to identify and mitigate potential safety and security risks.



Major Responsibilities:

Develop and oversee the implementation of a comprehensive public safety and emergency management program that addresses all aspects of campus safety and security, including but not limited to, law enforcement, emergency response, crime prevention, security and access control, and crisis communication.

Collaborate with campus stakeholders to develop and implement policies, procedures, and protocols to ensure the safety and security of all individuals on campus.

Develop and implement a comprehensive emergency management plan that includes procedures for responding to active shooter incidents, natural disasters, acts of terrorism, and other emergencies.

Ensure compliance with all federal, state, and local laws and regulations related to public safety and emergency preparedness.

Responsible for ensuring institutional compliance with the Clery Act and other federal, state, and local laws and regulations.

Develop and deliver training programs for campus personnel on emergency response, crisis management, and crime prevention.

Establish and maintain effective relationships with state and local law enforcement agencies, emergency management agencies, and other community organizations to promote cooperation and coordination in emergency preparedness and response.

Develop and oversee the implementation of a comprehensive campus crime prevention program, including the development of crime prevention strategies, educational programs, and outreach initiatives.

Serve as a member of the College's senior leadership team and advise the Sr. Vice President for Business Affairs, President and other College leaders on matters related to public safety and emergency preparedness.

Oversee the design and implementation of a comprehensive College business continuity program.

Collect, analyze, and evaluate safety and security related data that are essential to the operations of the College.

Serve as the statewide coordinator and incident commander for safety and disaster response.

Work closely with the Office of Academic Affairs to promote and maintain a safe campus environment conducive to learning.

Design, review, and update written, detailed policies and procedures that specify the tasks, responsibilities, authority, chain of command, and communications for Public Safety and Emergency Preparedness.

Develop a standard for the use of security officers and employment of off-duty law enforcement officers to provide a security presence at campuses where they are assigned.

Coordinate with campus staff in specifying security equipment, cameras, monitors and other security and safety systems installed in College facilities and utilized by security staff.

Supervise the incident reporting process. Recommend any corrective action of past incidents to resolve and prevent any recurrence.

Oversee the preparation and distribution of emergency information via Ivy Tech media sources (e-mail, voice mail, print media) when appropriate (criminal activity, inclement weather/school closings, service information, etc.).

Develop and oversee the implementation of the Public Safety and Emergency Preparedness budget.

This is not to be construed as an exhaustive list. Other duties logically associated with this position may be assigned. All responsibilities will be conducted within the parameters of the Family Educational Rights and Privacy Act (FERPA), other applicable regulatory requirements, and professional standards.

Supervision Given: Assistant Vice President for Public Safety and Emergency Preparedness, Executive Directors of Public Safety and Emergency Preparedness (North and South), Executive Director of Emergency Management and Continuity, and the Executive Director of Clery Compliance.



Minimum Qualifications:

A Master’s Degree in Emergency Management, Criminal Justice, Public Administration, or a related field.

Ten (10) or more years of experience in emergency management, safety, and security, law enforcement, fire risk management or related field with five (5) years in a leadership role.

Must possess exceptional interpersonal and leadership skills; the ability to work effectively in a fast-paced and constantly changing environment; strong customer service philosophy; advanced understanding of security and investigation procedures; knowledge of and experience with supervisory techniques, management principles, and administrative leadership; and a demonstrated ability to exercise sound judgment in emergency situations.

Knowledge of federal, state, and local laws and regulations related to public safety and emergency preparedness.

Familiarity with state-of-the-art security systems (e.g., scanners, cameras, facility access systems).

Experience developing and implementing comprehensive public safety and emergency preparedness programs, policies, and procedures.

Must demonstrate the ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees and which every individual feels respected and valued.

Must be willing and able to travel in and out of state.
