As a Lead Meter Reader based in Pembroke Pines, FL you'll be under general supervision, the primary duties of this position include meter reading and maintenance of AMI endpoints, maintaining inventory data, assemble and disassemble meter setups, testing backflow devices and inputting backflow test reports. This position performs a variety of tasks related to meter and backflow management in the Water Utility Department. He/she deals with situations and activities that are straightforward in nature, and follows detailed instructions, guidelines, and policies to complete routine tasks. The incumbent has knowledge of a variety number of specific work tasks and uses skills that are physical in nature. Has knowledge of commonly-used concepts, practices, and procedures within the Meter Reading, Technician and Backflow field. Relies on instructions and pre-established guidelines to perform the functions of the job. Serves as the face of the Utility with Citizens.

Essential Duties & Responsibilities:

  • Safety: Observes prescribed safety rules in the performance of activities and uses safety PPE as required.
  • Suggests opportunities for improvements.
  • Optimizes routes for reduction of meter reading times
  • Aligns labor savings to reduce work backlog for meter box services, meter replacement and general meter maintenance
  • Conduct routine meter and meter parts & appurtenances inventory
  • Data entry
  • Assemble and disassemble meter setups
  • Performs numerous related tasks, turns water meters on and off, installs or assists with installation of meters and meter boxes, etc.
  • Interact with coworkers, other City staff, and the public to establish and maintain effective working relationships
  • Performs a variety of tasks in the operation, maintenance and calibration of the equipment, instruments, processes and support systems on an assigned shift.
  • Assists with the planning, scheduling, and accomplishment of route reading as related to the operations, process, and support systems of a Customer Service Utility Meter Reading Department.
  • Learns basic meter reading schedule, billing, and related customer service-oriented policies and procedures.
  • Reads water meters on an assigned route and records readings. Uses the hand-held computer (where applicable) to sequence the order in which meters are read to increase reading efficiency. Operates within high accuracy standards in meeting daily meter reading quotas.
  • Leaves messages, and/or door hangers, to arrange different times to read meters in cases which meters are not accessible. Performs follow-up. Explains and interprets unusual readings to customer.
  • Visually checks to see that meters are functioning properly and reports defective meters. Inspect meters for unauthorized connections, defects, and damage such as broken seals. Create related Work Orders in Utility CMMS system.
  • Upload into office computers all information collected on hand-held computers during meter rounds or return route books or hand-held computers to business offices so that data can be compiled.
  • Verify readings in cases where consumption appears to be abnormal and record possible reasons for fluctuations.
  • Compares current utility usage to previous usage data to identify possible meter damage, malfunctioning, or tampering situations and/or to identify potential leakage problems.
  • Refers problem reads and/or meters that could not be read to Supervisor for follow-up scheduling.
  • Update client address and meter location information
  • Performs daily and weekly preventive maintenance on all equipment.
  • Be available for on-call when necessary.
  • Operates a Company vehicle requiring a valid Driver’s License to travel safely to the area in which meters are to be read.
  • Ability to read work orders and follow oral and written instructions.
  • Skill in the use of plumbing and associated tools and various types of small machinery and equipment necessary for performing the assigned work.
  • Information with accurate detail using a consistent, thorough manner.
  • Performs endpoint checks for AMI network signal strength, battery condition, tampering alerts, cut cable messages.
  • Installs and repairs wired connections between meter register and endpoint.

Here’s What You’ll Need:
  • High school diploma or GED required.
  • Must possess a valid driver’s license.
  • Ability to work independently.
  • Must be able to effectively communicate with Meter Department Supervisor and staff.
  • Work reading water or electric meters and/or utility construction or maintenance work.
  • Capacity to assemble meter parts and appurtenances.
  • Experience performing physical outdoor duties under adverse weather conditions.
  • Customer service techniques; safe work practices and procedures; and basic arithmetic principles.
  • Must be able to install meters and meter endpoints and reprogram endpoints.
  • Good computer skills and proficiency in operating general office and computerized equipment, as well as department-specific computer systems and programs. Proficient in use of Microsoft Office Suite, including Word and Excel.
  • Ability to communicate effectively in stressful situations in dealing with customers, as appropriate.
  • Good communication skills required, including fluency in English (oral and written). Bilingual preferred (Spanish-English; French/Creole-English).
  • Must be able to obtain a backflow license within 6 months or already posses a valid license in state of Florida.

Ideally, you'll also have:

Experience equivalent to a minimum of one-year full-time employment in public contact work.

Working Conditions & Physical Requirements:

Work is normally performed in a typical outside and inside environment. Must be able to perform repetitive hand movements, have vision sufficient to read computer screens, printed documents and operate office equipment, have hearing in the normal range with or without correction.
Must be able to lift and/or move up to 50 - 80 pounds. Walks throughout the day, 10 - 20 miles, climbing, moving, reaching, handling, bending, and stooping for periods of time under varying weather conditions. Requires regular attendance with few, if any, unplanned absences. Bends up to 400 times per day to lift water meter lids.
Can exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
