The City of Norfolk's Office of Emergency Preparedness and Response is seeking a Public Safety Telecommunicator II who will be responsible for responding to requests for police, fire, and emergency medical services via multi-line telephones, including 911 lines and computer-aided dispatch (CAD). These include emergency and non-emergency calls. Operates various telecommunications equipment to dispatch public safety units and monitor radios and telephone calls. Simultaneously attends to telephone and radio system while entering and extracting data from computer systems.

Essential Functions

Department Hiring Salary Range: $42,870 - 48,000

Essential functions include but are not limited to:
  • Demonstrate proficient knowledge of systems to include multi-line Next Generation 911 (NG911) telephones, computer aided dispatch (CAD) system, Police and Fire/EMS radio dispatch systems, a thorough knowledge of the operating procedures for all emergency services agencies, and an understanding of all administrative and operational orders, directives, policies, and procedures and their application. Receives and responds to request for police and fire-rescue and dispatch public safety units, including emergency and non-emergency calls for service. Operates various telecommunication equipment to dispatch public safety units and monitor radio and telephone calls. Simultaneously attend to telephone and radio system while entering and extracting data from computer systems. Performs other duties relating to public safety telecommunication, as assigned.
  • Type minimum 30 words per minute.
  • Current 911 related certifications may preclude the candidate’s need to attend academy or attain other certifications.
  • Train and certify on multi-line E911 and administrative phone lines and associated equipment.
  • Field stressful calls while entering information into computer aided dispatch system (CAD) for Police/Fire/EMS dispatch.
  • Ability to speak English clearly and effectively control a conversation with distressed callers.
  • Ability to read maps, reference books, technical manuals, medical cards, and related correspondence.
  • Ability to work with various local, state, and federal law enforcement agencies.
  • May be assigned responsibility for training of new staff members.

Education/Experience

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources.

Two years of experience as a Public Safety Telecommunicator required.

The preferred candidate will possess the following:
  • Any experience with the following 911 systems:
    • “The preferred candidate will possess experience in independent operations of all aspects of public safety Telecommunications, to include 911 calltaking, Police dispatching, and Fire/EMS dispatching.”
  • License(s) and/or Certification(s):
    • Association of Public Safety Communications Officials (APCO) courses, National Emergency Number Association (NENA) courses, and/or any 911 professional courses. Virginia Criminal Information Network/National Crime Information Center (VCIN/NCIC), Cardiopulmonary Resuscitation (CPR), Emergency Medical Dispatch (EMD), Department Criminal Justice Services (DCJS) Services (DCJS) licenses and certifications are a plus.

Work Location: 3661 E. Virginia Beach Blvd, Norfolk, VA 23502
Signing Bonus: This position is eligible for a $5,000 sign on bonus.
Work Schedule: Our staff works 12-hour shifts; 3 days on, 2 days off, 2 days on, 2 days off, 3 days on, 2 off, for a 2-week rotation. We average 48 hours per work week. Day shift starts at 7 a.m. and Night shift starts at 7 p.m. This schedule will rotate every 28 calendar days between Day shift and Night shift.
