Under general supervision performs a variety of tasks relating to the maintenance of equipment used in the City's Water & Wastewater treatment plants and their off-site facilities.

Distinguishing Characteristics

Maintenance Technologist I

This is the entry level class in the Maintenance Technologist series. The Maintenance Technologist I performs work involving a variety of tasks including, but not limited to; preventative maintenance, disassembly and reassembly of equipment, alignment and adjustment of such equipment, replacement of parts, minor electrical repairs, and electro-mechanical assessments based on qualification.

Maintenance Technologist II
The Maintenance Technologist II is qualified to perform a variety of tasks in a skilled and competent manner including, but not limited to; preventative maintenance, disassembly and reassembly of equipment, alignment and adjustment of such equipment, replacement of parts, electrical repairs, and electro-mechanical assessments based on qualification. A stronger emphasis on electrical and instrumentation control systems differentiates this job class from the Maintenance Technologist I.

Representative Duties / Qualifications

Maintenance Technologist I

Duties may include but are not limited to the following:

  • Ability to follow instructions and work independently, or within a group, to complete various maintenance related work tasks
  • Maintains cooperative working relationships with those contacted in the course of work.
  • Assists other workers and may also be required to support other divisions within the Public Works Department to help ensure the overall success of the organization.
  • Follows a schedule of repairs and replacements using computerized maintenance management system (CMMS) to monitor maintenance history, schedule repairs and service, update job completion, and track inventory of spare parts.
  • Performs corrective maintenance on various equipment and processes at treatment plant and remote facilities in accordance with manufacturer's specifications and industry standards.
  • Maintains equipment at the treatment plants and remote facilities such as lift stations, pumping stations, pressure reducing valves, transmission pipelines to ensure their reliability.
  • Uses measurement gauges to set, align, and repair mechanical equipment.
  • Performs diagnostic testing on electrical equipment, as qualified.
  • Assists in the requisition of replacement parts required for the maintenance and repair of equipment in a treatment plant and pumping stations.
  • Plans, installs and/or assists with the installation of new equipment. Assists in the installation and start-up of new equipment. Assists with the planning of maintenance and capital improvement projects relating to the treatment plant and remote facilities.
  • Ability to read, understand, and edit shop/field schematics relating to mechanical, electrical, and process systems.
  • Has a basic aptitude to work with hand tools, power tools, diagnostic meters, and measuring devices. Performs routine trade related activities such as millwork, pipefitting, and carpentry.
  • Knowledge, awareness, and ability to follow Cal-OSHA, Title 8 safety rules and regulations (proper use of personal protective equipment, proper work zone preparation, lock-out/tag-out, confined space entry, and blood borne pathogens & other potentially infectious materials).
  • Has the ability to work in a variety of confined spaces.
  • Training can be provided to develop skill and qualification in areas relating to specific maintenance objectives (welding, machining, electrical, system controls, CMMS operations, etc.).
  • May assist the operator in the start-up/shutdown of the treatment plant or off-site facilities.
OTHER RELATED DUTIES :
  • On occasion, may perform and direct others in mechanical and electrical work involving disassembly and replacement of worn or broken parts, removal of equipment for shop repair, reinstallation, realignment, and calibration of equipment.
  • On occasion, may investigate interruptions of service and, as qualified, diagnoses mechanical and minor electrical problems.
  • Required to operate a fork-lift to move equipment and materials.
QUALIFICATIONS :

Minimum Qualifications/Knowledge:
  • Basic knowledge of methods, materials and equipment used to troubleshoot, repair, or overhaul various treatment plant and pumping station equipment (ex. pumps, motors, blowers, valves, piping, and control systems).
  • Ability to perform and assist with basic repairs to electrical and mechanical equipment using machinist's tools, welding equipment, and other shop tools. Proficiency with basic hand tools, power tools, and electrical tools pertaining to their work.
Desirable Qualifications/Knowledge
  • Ability to install and repair instruments, analyzers, recorders, controllers, and meters; pneumatic and hydraulic equipment; centrifugal, displacement, turbine, and peristaltic pumps.
  • Experience working with repairing steel, copper, and plastic tubing and pipe fittings.
  • Experience working with hydraulic, pneumatic, and electrical process equipment.
  • Skill and qualification working with pipefitting, metal fabrication, welding, and/or cutting tools.
  • Experience working with mechanical and/or electrical drive components.
  • Principles of water or wastewater treatment processes and their mechanical machinery
EXPERIENCE AND EDUCATION

Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to acquire the knowledge and abilities would be:

Experience: Experience as an equipment maintenance mechanic, millwright, or related field that maintains equipment similar to treatment plant or pump station systems is required.
Education: Equivalent to completion of the twelfth grade. Transcripts and/or certifications of technical courses and/or proficiency training in related fields are desirable.

SPECIAL REQUIREMENTS:

  • Possession of an appropriate Class C Driver's License issued by the California Department of Motor Vehicles.
  • Must be willing to work outdoors and in all weather conditions and with exposure to potentially hazardous substances; willing to work outside of normal business hours.
  • Must be able to perform heavy manual labor associated with assigned tasks which may include lifting objects up to 50 pounds.
  • Employee shall adhere to the BPSEA MOU 2014-17 Standby Section 14.6: "The City shall provide communication (e.g. pager) devices for standby employees so that the employee is not required to remain at his/her place of residence. While on stand-by, the employee will be required to remain in the greater Benicia area which is defined as that area that is within thirty five (35) minutes driving time from their regular place of employment".

Based on location of assignment, employees will need to have or obtain:

Water Treatment Plant

  • Must be able to perform assigned tasks wearing a Self-Contained Breathing Apparatus (SCBA) and adhere to the Water Treatment Plant's Respiratory Program.
  • Obtain and maintain a D1 (or higher) Water Distribution Operator certification issued by the State Water Resources Control (SWRCB) within eighteen (18) months of employment.
  • Obtain and maintain a Plant Maintenance Technologist Grade I certification issued by the California Water Environment Association (CWEA) within twelve (12) months of employment.


Maintenance Technologist II

Duties may include but are not limited to the following:

  • Ability to follow instructions and work independently, or within a group, to perform routine and non-routine work assignments.
  • Ability to effectively communicate task-related goals and objectives to co-workers.
  • Maintains cooperative working relationships with those contacted in the course of work.
  • Assists other workers and may also be required to support other divisions within the Public Works Department to help ensure the overall success of the organization
  • Performs work involving disassembly and replacement of worn or broken parts, removal of equipment for shop repair, reinstallation, realignment and calibration of equipment.
  • Occasionally performs this function in a lead capacity, directing or training others in the competent completion of maintenance and repair tasks.
  • Use a computerized maintenance management system (CMMS) designed to schedule repairs and service, update job completion, track inventory of spare parts, forecast equipment replacement costs and schedules, and document maintenance history.
  • Competently performs preventative and corrective maintenance work on equipment in accordance with manufacturer's specifications and industry standards.
  • Procures and maintains replacement parts required for the maintenance and repair of equipment.
  • Investigates interruptions of service, performs competent diagnoses, (mechanical, electrical, hydraulic, pneumatic), and establishes a reasonable timeline for repair.

OTHER RELATED DUTIES :
  • Uses measurement gauges to set, align and complete repairs of mechanical equipment.
  • Is qualified to perform diagnostic testing and repairs on electrical equipment ranging from 24 volts DC to 600 volts AC.
  • Plans, installs and/or assists with the installation of new equipment. Performs the start-up and verifies proper operation of new equipment.
  • Assists in the planning of capital improvement projects relating to the treatment plant and off-site facilities.
  • Ability to read, understand, and edit shop/field schematics relating to mechanical, electrical, and process systems.
  • Performs routine trade-related activities such as millwork, pipefitting, and carpentry. Is proficient with rigging principles and techniques.
  • Proficiency with work related hand tools, power tools, and electrical tools. Has the ability to use acetylene torches and weld (gas and arc).
  • The Maintenance Technologist II assists in the comprehensive training of the Maintenance Technologist I.
  • Required to operate a fork-lift to move equipment and materials.
  • May assist the treatment operator in the start-up or shut-down of the treatment plant and off-site facilities.
QUALIFICATIONS :

Minimum Knowledge and Ability To:
  • Ability to exercise reasonable, independent judgment while performing job related duties.
  • Standard methods, theory, practices, materials, tools, and equipment used for installing, adjusting, maintaining, and repairing mechanical equipment common to treatment plant systems.
  • Ability to install and repair instruments, analyzers, recorders, controllers, meters, pneumatic and hydraulic equipment, and centrifugal, displacement, turbine, and peristaltic pumps.
  • Knowledge, skills, and ability to follow Cal-OSHA Title 8 safety rules and regulations, practices and principles, (e.g. personal protective equipment, ladder safety, fall protection, lock-out/tag-out, confined space entry).
  • Ability to interpret and understand complex wiring diagrams and/or shop drawings.
  • Skilled with carpentry, hydraulics, pipefitting, metal fabrication, welding, and/or cutting tools.
  • Knowledge and experience in SCADA instrumentation and system controls; including programmable logic controllers, HMI interfaces, process control stations, variable frequency drives, power supplies, and related electronic equipment.
  • Principles of water or wastewater treatment processes and their electro-mechanical machinery.
Desirable Knowledge and Ability To:
  • Experience developing standard maintenance procedures, organizational policies and guidelines.
  • Ability to estimate the cost for material and time for labor to complete complex repairs.
  • Ability to competently perform complex maintenance repairs on pumps, valves, gear boxes, motors, variable speed belt and chain drives.
  • Qualified to perform work on complex electrical control and instrumentation systems.
  • Knowledge of theory, methods, tools, equipment, and materials used in the electrical trade.
  • Skilled with PLC troubleshooting, ladder-logic interpretation, system control loops, and SCADA functions.
  • Familiarity with project management, design drawings, inspections, and contractor coordination.


EXPERIENCE AND EDUCATION
:

Experience: 2 years working full-time in a water or wastewater facility performing mechanical and electrical repairs OR 4 years of experience as an equipment maintenance mechanic, electrical/instrumentation technician, millwright or related field that maintains equipment similar to treatment plant or off-site facilities is required.

Education: Equivalent to completion of the twelfth grade. Transcripts and/or certifications of technical courses and/or proficiency training in related fields are desirable.

LICENSE AND/OR SPECIAL REQUIREMENTS
