The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a dynamic team player to join its Human Resources and Organizational Development Division (HR/OD) for the position of Lead Adult Learning Specialist (Administrator III).

The Lead Adult Learning Specialist is tasked with assisting Organizational Development Manager with developing, coordinating, evaluating, and overseeing of comprehensive employee's development training programs. The incumbent in this position will assist with developing training plans and the application of adult learning theories to enhance the transfer of learning.

Responsibilities include:
  • Designing interactive instructional e-learning classes that provide a representative sample of current software at MDOT MVA
  • Incorporating instructional design methodologies (ADDIE) to curriculum including analysis of the audience, job tasks and story boarding
  • Designing and developing instructional programs which include researching and contributing specialized content
  • Developing curriculum, classes/courses and lesson plans, knowledge check design reviews, slideshows, and other instructional materials
  • Assisting with overseeing the design, development, and delivery of training courses that are relevant to new and existing policies, procedures, and legislation
  • Reviewing training content to ensure the most up to date materials and technologies are being utilized to deliver effective training.
  • Assisting and conducting training program surveys, compiling, and analyzing data
  • Making recommendations to improve programs and processes
  • Facilitating program launches and upgrades, providing oversight, coordination and implementation of changes and system modifications
  • Evaluating and monitoring continuous improvement of program performance and effectiveness
  • Reviewing and evaluating Adult Learning Specialists instructional design courses to ensure the information is accurate and up to date and the method used to deliver them is efficient
  • Determining staffing scheduled mandates and develop and deliver an agency wide training calendar
  • Managing training calendar and assigning instructors to training calendar
  • Managing Organizational Development shadowing program for Learning Specialists and Learning Associates
  • Facilitating, instructing, and presenting classes and training programs to MDOT MVA employees
  • Prioritizing OD and MDOT MVA initiatives and creating a timeline to ensure the deadlines of each prioritized item is met
  • Maintaining the Learning Management System (LMS) by tracking and creating all instructor-led and online class completions and attendance
  • Managing the LMS content and maintaining appropriate catalogue and archival information

  • Ability to handle multiple projects, including those not classroom-related
  • Exceptional knowledge of Microsoft Office products and Captivate Training Certificate

The incumbent will report directly to the Manager of Organizational Development. The current vacancy is located in Glen Burnie, Maryland (Anne Arundel County).

Qualifications
MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university.

Experience: Five (5) years of experience in administrative or professional work. *T hree (3) years of experience reviewing, assigning, and evaluating instructional design courses and training programs.

  • Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.

Notes:

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
