Major Duties and Responsibilities:

Serves as an unclassified employee pursuant to Section 3301.13 O.R.C. and performs the following educational and/or research duties:


Manages and coordinates state activity related activities for the Office of Whole Child Supports, American Rescue Plan – Homeless, including:

  • Leads state activity awareness campaign project and contract;
  • Facilitates and conducts effective project planning (e.g. evaluations, budget, finance, reports, request for proposal);
  • Interprets federal and state laws and regulations to ensure compliance with grant requirements;
  • Coordinates with internal (e.g. Communications) and external stakeholders (e.g. Coalition on Homelessness and Housing in Ohio) to determine best use of funds to increase awareness related to students experiencing homelessness;
  • Researches and implements evidence-based best practices for awareness campaign initiatives;
  • Directs, implements and monitors policy;
  • Oversees budget, contracts, and implementation schedule of awareness campaign;
  • Evaluates implementation efforts and recommends improvements:
    • Establishes data collection and evaluation processes
    • Analyzes data to provide improvement recommendations to internal and external entities.
  • Coordinates and navigates internal resources (fiscal, CCIP, procurement);
  • Establishes procedures/guidelines for monitoring and compliance related to contract;
  • Monitors related email communications;

Supports Office of Whole Child Supports activities related to American Rescue Plan – Homeless implementation, including:

  • Provides program and fiscal support and monitoring for a subset of schools and districts utilizing American Rescue Plan – Homeless funds by formula grant, including technical assistance, application approval and compliance review cycle;
  • Prepares for state and federal audits and program reviews;
  • Collaborates with ODE offices engaged in collaborative monitoring process to ensure holistic, seamless integration of supports for students experiencing homelessness;

Performs other related duties as assigned:

  • Travels statewide for presentations, conferences, trainings, and meetings.
Qualifications


Minimum Qualifications:

Undergraduate degree (e.g., business administration, public administration, political science, education or related field); and 3 years of experience performing any combination of the following:

  • Managing contracts or grants in an educational setting
  • Facilitating or managing work groups across multiple department levels
  • Project management

Preferred Qualifications:

  • Graduate degree (e.g., business administration, public administration, political science, education or related field)
  • Project Management certification

Knowledge: (1) Budgeting and Accounting; (2) Grants Management; (3) Administration & Management; (4*) Agency Policies and Procedure; (3*) Law and Government (e.g., Operating Standards, ESSA, IDEA); (4) Educational Needs of Vulnerable Youth; (5) Law and Government.

Skills: (6) Database/Software applications (i.e., Word, Excel, PowerPoint, Outlook, SharePoint); (7) Monitoring; (8) Critical Thinking/Judgment & Decision Making; (9) Time/Financial/Resource Management; (10) Customer & Personal Service; (11) Project Management; (12) Research/Analysis; (13) Coordination.

Abilities: (14) Problem Sensitivity / Problem Solving; (15) Communication (e.g., active listening, oral, written).


This position is eligible for
Hybrid Telework, meaning the selected candidate will be required to report to the Ohio Department of Education Headquarters at 25 S. Front Street, Columbus, OH 43206 at least one day every two weeks.
