Job description
Work in this professional Nurse Consultant/Investigator classification involves performing regulatory activities to determine compliance with state and/or federal Medicare/Medicaid requirements for health care personnel in various healthcare facilities.
Primary duties include conducting independent administrative investigations of unlicensed health care workers in a variety of health care settings for the NC Nurse Aide I Registry and Health Care Personnel Registry. Investigative documentation is completed on-site using computer laptop or tablet. Position testifies frequently in administrative hearings.
Position is works independently under the supervision of a regional supervisor within the Complaint Intake and Health Care Personnel Registry Investigations Section.
Position is based in the Western Region of the state and individual must reside in one of the following Western Region counties: Ashe, Alleghany, Watauga, Wilkes, Avery, Caldwell, Alexander, Mitchell, Burke, Yancey, McDowell, Cleveland, Rutherford, Buncombe, Madison, Haywood, Henderson, Polk, Swain, Jackson, Transylvania, Graham, Macon, Clay, or Cherokee.
Requires frequent travel (including some overnights) and lifting/carrying of laptop computer, portable printer, and other equipment.

About the Division of Health Service Regulation and the Complaint Intake and Health Care Personnel Investigations:
The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.
The Complaint Intake and Health Care Personnel Investigations Section assures the health, safety and welfare of health care recipients of health care facilities and agencies through the timely and consistent intake of all complaints/incident information for all health care providers and investigations of allegations against unlicensed health care personnel.

Qualified candidates must document on the application that they possess all of the following:
Comprehensive knowledge of professional standards in nursing (including the nursing processes of assessment, planning, implementation and evaluation), the delivery of health care services in a variety of settings, and health care organization and management.- Considerable knowledge of medical terminology, disease process and body systems, and current clinical diagnostic procedures and treatments with strong clinical skills.
- Intermediate computer skills: Windows XP Professional, MS Office products, use of electronic mail and the internet, use of flash drive, data management using folders, import/export functions, as well as the ability to master new computer technology and complete work assignments electronically.
- Ability to conduct, review, gather, assess and evaluate information for compliance with applicable standards using observation, interviewing, and record review skills.
- Ability to analyze and interpret information obtained from investigations for report writing and use independent objective and evidence-based decision-making skills. Requires strong organizational and time management skills, and the ability to work independently.
- Ability to communicate (both verbally and in writing) and document investigation process and outcomes clearly and concisely using various technologies.
- Ability to present investigation process and determinations in a legally defensible report for public information.
- Must possess a valid driver's license.
- Physical requirements: Must be able to frequently lift and carry laptop computer (20 lbs.) and/or other equipment and be able to go up/downstairs.
Licensed to practice as a Registered Nurse in the State of North Carolina and one year of experience in the area of specialization.
