Provides specialized technical assistance in a variety of routine and complex administrative and technical work required of the department's community development programs including but not limited to housing, economic development, and historic preservation.

Hiring range is $21.80 - $23.05.


Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides specialized technical program support in the Community Development Divisions as assigned, including the following:

  • Assists in the day to day functions of the department's programs including but not limited to rental housing assistance, housing rehabilitation, home ownership, economic development, historic preservation, and code enforcement.
  • Assists in maintaining program compliance with regulatory agencies.
  • Interviews and investigates program applicants and participants to ensure compliance with the regulations established by the governing local, state or federal agency.
  • Assists in the development, implementation and administration of community development related grants.
  • Assists in the compilation of studies, reports and other related projects as assigned.
  • Provides routine information and assistance to the public on departmental services and program regulations as necessary.
  • Collects, organizes and maintains program information.
  • Assists in preparation of work orders, billing and accounts payable and may prepare budgetary numbers as requested.
  • Performs program related computer activities.

Typical Qualifications

DESIRED MINIMUM QUALIFICATIONS:
Education and Experience:


  • Graduation from a high school or GED equivalent with specialized course work in related field, and
  • Five (5) years of related experience; or
  • Any equivalent combination of education and progressively responsible experience capable of performing the essential job functions and
  • A valid Minnesota Drivers License.

    Necessary Knowledge, Skills, and Abilities:
  • Skill in operation of listed tools and equipment;
  • Ability to accurately record and maintain records; Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public; Ability to communicate effectively verbally and in writing.
  • Ability to obtain required licenses and certifications.

Supplemental Information

SUPERVISION RECEIVED/EXERCISED
Works under the general direction of the Director of Community Development and reports to the assigned division supervisor.

TOOLS AND EQUIPMENT USED:
Typewriter, personal computer, including word processing, spreadsheet and data base software; 10-key calculator; telephone; copy machine; fax machine.

PHYSICAL DEMANDS:

Work is performed in an office setting with some work in the field. Field work is required regarding the inspection of housing units, meetings and training. While performing the duties of this position the employee is required to stand; traverse various types of settings including walking, climbing, balancing, stooping, kneeling, crouching, and crawling; sit for extended periods of time; drive a car for local and long distance travel; use hands to finger, handle, feel or operate objects, tools, or controls; reach with hands and arms; communicate with people in the field by talking and hearing; use close vision, distance vision, color vision, peripheral vision, depth perception, and have the ability to adjust focus.

Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

The employee must occasionally lift and/or move up to 25 pounds.

WORK ENVIRONMENT:

While performing the duties of this position, the employee will work in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places. The employee is occasionally exposed to wet and/or humid conditions, airborne particles, and unsanitary environs.

The noise level in the work environment is usually quiet in the office and moderate to loud in the field.
