About the Position:
The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties:
· Manage the academic buildings and supporting infrastructure of the United States Military Academy (USMA) on behalf of the Dean of the Academic Board.
· Serve as a primary action officer for the Dean on planning, operations, maintenance, and repair of over 500 classrooms and laboratory spaces and all staff offices in the USMA physical plant dedicated to the academic mission.
· Advise the Dean on plant operations in preparation for the Installation Planning Board (IPB) meetings, the Real Property Planning Board (RPPB) meetings, the Installation Design Guide (IDG), and the West Point Master Plan.
· Initiate and make requests for designs of the construction projects to include cost estimates and schedules for projects.
· Coordinate and prioritize maintenance of all academic buildings and academic space in other buildings by coordinating directly with activities across the installation to focus on key issues effecting the academic areas.
· Maintain liaison with building/facility commandants of all academic buildings and buildings that house academic departments and activities.
· Monitor custodial support in the academic areas provided by Directorate of Public Works (DPW) custodial staff.
· Recommend maintenance of buildings once buildings are constructed using facilities engineering management techniques.
· Maintain oversight of user input on prioritizing, planning, designing, constructing, and maintaining of government facilities and initiate user requirements to project engineers and Division Chiefs.
· Coordinate the construction of projects for the user and document suggested changes to project engineers through the DPW.
· Prepare documents for the development of construction packages.
· Act as Contracting Officer Representative (COR). Review and approve all contract submittals and submit all Quality Assurance documents as required.
· Develop, review, and approve design specifications, plans, and cost estimates for all maintenance and repair projects.
· Serve as the Deans Directorate Safety Officer responsible for overseeing the safe operation of academic departments and research centers.
· Advise the Dean on space utilization of academic space resources.
· Perform supervisory duties to include assigning work, reviewing work, establishing performance standards, rating performance, and approving leave.
Conditions of Employment:
· This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
· The incumbent must obtain and maintain all required National Incident Management System (NIMS) Program training and certifications within agency prescribed time frames.
· The incumbent must obtain and maintain the training and certification required to be the Level 2, Primary Hand Receipt Holder for Office of the Dean, within agency prescribed time frames.
· This position requires the incumbent to complete Contracting Officers Representative (COR) training within established timeframes and to maintain refresher COR training as required.
· Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications:
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) assisting in managing one or more buildings and supporting infrastructure to provide organizations with space and/or essential building services; 2) assisting in developing or reviewing designs, specifications, or plans for facilities maintenance and repair projects; 3) coordinating and/or prioritizing maintenance and repair of buildings or supporting infrastructure; 4) providing guidance to personnel on space utilization; and 5) leading and/or supervising projects or personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education:
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

· This position is not eligible for regular and recurring telework. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework". Situational telework is sometimes also referred to as episodic, intermittent, unscheduled, or ad-hoc telework. Situational telework is approved on a case-by-case basis, where the hours worked were not part of a previously approved, ongoing, and regular telework schedule.
