This position will provide overall, high-level program and administrative leadership, direction, management and coordination of all Agriculture, Horticulture and Environmental educational programming. This position will provide overall leadership for the application of subject matter expertise to develop educational strategies for assigned areas of programming; provide leadership and direction for the management of the Agriculture, Horticulture and Environmental Area resources and staff; develop program evaluation tools and provide leadership for program assessment and analysis in assigned program areas; and collaborate in applied research with Cornell University and other Land Grant University faculty as defined. This position will ensure that the Agriculture, Horticulture and Environmental educational programs reflect the diversity of people in Broome County and other areas of the state as appropriate, and that they conform to the objectives and mission of Cornell Cooperative Extension and this Association. This position will maintain external relationships with various agriculture agencies within our community and will coordinate the Agriculture Taskforce.

POSITION DETAILS:
This position is a full-time exempt position - 100% FTE. The annual salary is $65,000.00. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, retirement, vacation, sick and personal leave.
POSITION INFORMATION:
Required Qualifications:
  • Master’s Degree with Bachelor’s Degree in agricultural study.
  • Four (4) years related experience. PhD may substitute for two (2) years of experience.
  • Valid NYS Driver’s License and the ability to meet travel requirements associated with this position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
Preferred Qualifications:
  • Six (6) years as a Cooperative Extension educator or equivalent professional experience in teaching or education in an academic or business setting.
  • Additional training in animal science production, agricultural engineering, or adult education.
  • Agricultural background, agri-business or farm experience, computer education and /or computer experience.
  • Experience with administrative tasks, including coordinating events.
  • Demonstrated ability to prioritize tasks and meet deadlines.
  • Demonstrated ability to plan, teach and evaluate informal educational programs through a variety of delivery methods to reach individuals and groups.
  • Demonstrated ability to relate to diverse audiences.
  • Demonstrated ability to work with youth and adults, including volunteers.
  • Demonstrated ability to communicate effectively through oral, written and visual means.
  • Demonstrated ability to utilize computer technologies for educational and communication purposes.
POSITION RESPONSIBILITIES:
Program Responsibilities:
Assessment- 10%
  • Provide program leadership in applying subject matter knowledge to identify gaps and trends in the community in the areas of Agriculture, Horticulture and Environmental programming.
  • Analyze Agriculture, Horticulture and Environmental programming needs, and develop program needs assessment.
  • Make recommendations for Agriculture, Horticulture and Environmental programmatic offerings, enhancements, or improvements.
  • Maintain direct linkage with Cornell University faculty and program units, and other Land Grant Universities as appropriate, for program assessment guidance related to Agriculture, Horticulture and Environmental programming efforts.
  • Be involved, as appropriate, with multi-association team efforts to assess programs in Agriculture, Horticulture and Environment.
  • Ensure Agriculture, Horticulture and Environmental program assessments are within the statewide Plan of Work.
Development - 10%
  • Provide overall program leadership in applying high-level subject matter knowledge to develop educational strategies in the Agriculture, Horticulture and Environmental Program Areas.
  • Create innovative educational programs in the Agriculture, Horticulture and Environmental Program Areas.
  • Research, identify and select existing resources for use in Agriculture, Horticulture and Environmental program offerings.
  • Develop/create program materials to address the needs of the program and program participants in the Agriculture, Horticulture and Environmental Program Areas.
  • Interpret Association direction, and Agriculture, Horticulture and Environmental Program Areas to create innovative educational programs.
  • Ensure that program development and program structure are within both the Association and the state-wide Plan of Work and that they meet the diverse needs of program participants.
  • Provide leadership in program development and be involved in multidisciplinary team efforts to develop programs that address identified priority areas.
  • Maintain direct connection with Cornell University faculty and other Land Grant Universities as appropriate, for guidance in program development.
Delivery - 10%
  • Provide leadership in the application of Agriculture, Horticulture and Environmental subject matter expertise to create lesson plans to deliver educational program for both non-formal and within formal educational settings
  • Provide leadership in the teaching of existing innovative Agriculture, Horticulture and Environmental educational programs for both non-formal and within formal educational settings.
  • Foster acceptance of programs, methods and policies to address community and individual needs and consider diverse audiences.
  • Provide educational program efforts via mass media.
  • Serve as subject matter expert in Agriculture, and a resource in Horticulture and Environmental Program area.
  • Represent Cornell Cooperative Extension before the public, community leaders, government officials, Cornell University, and other Land Grant Universities as part of program delivery.
  • Be involved in multidisciplinary team efforts as appropriate to deliver programming.
  • Maintain direct linkage with Cornell University faculty, program units and other Land Grant Universities as appropriate for program delivery guidance.
  • Utilize a variety of proven educational methodologies in program delivery.
  • Ensure program delivery is within the scope of the statewide Plan of Work.
Evaluation - 10%
  • Apply subject matter knowledge to evaluate educational programs.
  • Design/create program evaluation framework as needed.
  • Provide leadership for the implementation of program evaluation.
  • Provide leadership oversight for staff interactions with various constituencies in obtaining their evaluation of programs.
  • Analyze collected program evaluation data, and make recommendations for improvements.
  • Be involved in multidisciplinary team efforts to design or analyze program evaluation as appropriate.
  • Provide leadership oversight in the communication of evaluation results and findings, and interpret evaluation data to constituencies.
  • Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance as needed.
Applied Research - 10%
  • Collaborate in the applied research process in conjunction with Cornell University faculty as identified and opportunities present.
  • Collaborate with Cornell faculty and/or Land Grant University to design or create applied research collection framework.
  • Maintain direct linkage with Cornell University faculty and program units to for guidance in applied research as appropriate.
  • Communicate social and economic changes in assigned program areas to Cornell University Specialists that may be studied and/or acted upon as identified.
  • Ensure applied research is within the scope of the statewide Plan of Work.
Administrative Responsibilities:
Direction - 20%
  • Provide high-level administrative leadership to support the planning of Agriculture, Horticulture and Environmental educational program offerings.
  • Provide high-level leadership in interpreting Association and University program direction and planning of educational programs.
  • Provide leadership for the planning of program delivery (including structure of delivery, utilizing multiple delivery methods) for Agriculture, Horticulture and Environmental program goals.
  • Anticipate and project expenses to develop program area budgets.
  • Propose budgets based on established financial guidelines and procedures for the Agriculture, Horticulture and Environmental Program Areas.
  • Allocate the Agriculture, Horticulture and Environmental financial resources in accordance with established/approved program area budget.
  • Plan effective strategic funding efforts (including providing direction and leadership for fundraising effort and securing grant funding to continue and/or expand program offerings).
  • Provide complex administrative leadership in the planning of effective strategic program marketing efforts.
  • Lead the development or enhancement of expanding relationships with appropriate agencies, organizations, industries and community leaders for the purposes of programming efforts.
  • Provide leadership for the development of staffing plans for the Agriculture, Horticulture and Environmental Program Areas that support all educational programming efforts.
  • Establish policies and procedures for the Agriculture, Horticulture and Environmental Program area.
Management - 20%
  • Provide high level program management in all aspects of the Agriculture, Horticulture and Environmental Program area.
  • Provide complex administrative management in providing leadership to facilitate problem solving and conflict management that arise in the operation of the Agriculture, Horticulture and Environmental Program area.
  • Utilize policies and procedures to facilitate the management of the Agriculture, Horticulture and Environmental Program area.
  • Review funding opportunities and grant proposals for the Agriculture, Horticulture and Environmental Program area.
  • Monitor income and expenses to ensure the spending is within established budget constraints.
  • Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to designated staff and oversight to volunteers in accordance with established policies, procedures and protocol, and provide regular staffing updates to the Executive Director as required.
Coordination/Operation - 5%
  • Coordinate and support Program Area Advisory Committees. (Agriculture, Horticulture and Environmental).
  • Coordinate and implement staffing plan for the Agriculture, Horticulture and Environmental Program area.
  • Coordinate grant writing and fundraising efforts as appropriate/as identified.
  • Maintain existing community partnerships and collaborations to help foster program support and program efforts.
Professional Improvement and Other Duties as Assigned - 5%
  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
